Precisely what you are attempting to achieve is unclear.
Technically, the country within which a device is purchased will not impact the countries within which it can be used - although some features or services may not be available.
Be aware that Apple will not ship internationally - but only within the country of purchase. Buying online typically requires the use of a Credit Card - and will only ship to the registered address to which the Card is itself registered. This of course generally limits online purchase to residents of the country within the purchase is made.
Also consider the implications for your device warranty. Warranties are sometimes only valid within the country/region of purchase; in the event of requiring warranty service, this may be something to consider.
