The timer keeps reverting to the default radial, even if I change to my preferred chime when I start the timer. (Note: I don't use Siri at all. Some discussions about this involve Siri.)

The changing the timer alert only changes the chosen sound for that specific timer.
To change the setting, such that the selected sound becomes the new "default" for new timers that you create, you must also tap the Set button:
