Is there any specific shortcut action that can tether my ipad to my iphone? The previous post asking this just got generic instructions on how to use shortcuts, which does not answer the question.

Why bother with the unnecessary complexity of writing a shortcut? If correctly configured, your iPad will automatically connect to your iPhone's hotspot when WiFi is not available.
Assuming that both iPad and iPhone are using the same AppleID, verify your device settings:
iPad
Settings > WiFi > Auto-Join Hotspot - select Automatic
iPhone
Settings > Personal Hotspot > Allow Others to Join - set to ON

I don’t want it to be automatic, so your answer is not helpful.
If there were was a shortcut I would be able to set it with just two touch motions and only one screen transition.
That thread does not provide a solution, it is the one I mention as not being helpful in the first post. It just shows you generic help for creating shortcuts.
