Unable to download apps from App Store, Country not listed.

I can’t download apps from app store. I’m a first timer user of iPad 9th gen, it is saying that I’m not signed up into iTunes, but after signing in, it still isn’t downloading. Showing a form but to fill up info like shipping address,billing address but it doesn’t have my country name%
