How can I update my Apps without extra charges

So I have the I phone 14 pro max 2023 addition so I have a card on file and when I updated my iOS to the 18 beta version update it screwed up my payments so when I called apple they said I had to pay 37.51 to pay for free apps and to pay for apps now I have to pay that much to even update my apps he said when we was on the phone that I needed to spend that much money for credits on my phone to get any kind of apps now I’m thinking it’s a scam for my money I can’t even update apps now because of it plz help if you can 🙏

I'm sorry but those run-on sentences with no capital letters or punctuation make me want to give up before even finishing what you are saying. I am not being writing composition police but the people here are volunteers and if you want a response, please do not make it so hard for us to figure out what you are asking! ;-)

I am gleaning Apple thinks you owe them money. If that is the case, Apple will require you to pay it before you can download or update other apps.
