How to recover lost notes that were not backed up via iCloud before the T&C update bug?

Some notes have disappeared on my phone. After some research, I think this has to do with the new Terms and Conditions that I accepted. With this bug, all notes disappeared on your device. For many people, this problem was solved by resyncing iCloud.

The only difference for me is that my iCloud has already been full for over a year. So, not all notes were properly backed up in iCloud. So when resyncing with iCloud it did not have all the notes that were on my phone, but the bug deleted ALL my notes.

Is there any way to get ALL notes recovered? Also the ones that were on my phone before the T&C update but that were not in iCloud because it was full.

I want to add that I never used the "On My iPhone" account in notes (I did not know about its existence until now). I solely used my iCloud account for notes. I knew that my iCloud was full for over a year, but I kept using notes because I thought that all the notes that I added after iCloud was full were just stored on my phone locally. I think this was the case, but after the bug, I think it also deleted those notes.
