Make sure both devices have the email account set up as IMAP. You can go to Settings > Mail, and choose your account. You should see either IMAP account information or POP account information. If one of them shows POP, then that account is not meant to sync with your other devices. This would only be the case for a third party email provider, not your iCloud mail account.
Apple ha removed the App Refresh on their Mail app on both devices. You have to manually open the app on both devices to refresh it.
