Hi, I tried to add my card to Wallet, but it says 'Card not added'. However, the card was successfully added to my friend's iPhone. Why is this happening? I had some unsuccessful attempts to verify the card, so I deleted and re-added it multiple times.

Russia is currently under international sanctions. Many Apple services are unavailable there. Apple products are currently not legitimately available for sale in Russia.
In Apple Wallet, my country is Russia, i think, it doesnt matter, cause card was successfully added to my friends iPhone with the same region (Belarus) in settings. I also tried to add a new (different) card from the same bank, but i received only "Card not added".
P.S. My card is MasterCard and it not from the Russian bank.

I just said "I does not matter", i don`t want to use it in Russia, i just need to add my card from non-Russian bank.
I didn`t asked about "is apple pay availabe...".
Card was successfully added to my friend`s phone with the same region setting, with Russian ip.
The bank that issued the card may be using location information as part of their decision making process.
This is not an Apple issue. Apple is not a bank. Apple does not approve or decline cards for use with Apple Wallet and Apple Pay. Please contact the support team at the bank that issued the card.
Back up a minute… the same card was added to your friends phone?
A card can only be associated with the wallet belonging to one Apple account. It can not be in the wallet for multiple accounts.
No, a card can be associated with multiple devices and multiple Apple ID’s.
I tried to add this card to my friend's phone later, not at the same time. It wasn't added before I tried to do it on my phone.
