Why does Norton VPN warn against the Password app on my iPhone?
I have Norton VPN installed on my iPhone and it keeps giving me warnings to not use the Password app. Why is this happening?

Because Norton is at best not helpful and at worst can be actually harmful to normal operation, blocking all sorts of normal functions. Unless your work requires you to use a VPN, I highly recommend that you remove it. A VPN doesn't give you any real additional security, if that's what you were hoping for when you installed it.
