My 2022 M2 8GB MacBook Air keeps glitching out videos on photos. Every time I try to play a video it either won't play, lags, or will play audio normally and cut to random frames.

Where is the source of these videos? On the Mac, on the local network, or from the Internet?
Are there other applications running when you try to play these videos? What app(s) are you using to play these?
I’m pretty sure these videos on from iCloud but being accessed through my photos app on my computer. I’m running Microsoft word and a couple of other apps but I haven't had any issues with this before. I’m making training documents so I’m needed to take frames from these videos and import them to a word document.
To rule out the source of these videos coming from the Internet, try a video you have already downloaded to your Mac to see if that makes any difference. If it does, then troubleshooting for bandwidth bottlenecks would be the next step. If not, then the issue may be system resources on your Mac itself.
