Apple is not responsible for your fraudulent charges. If your Cash App account information is compromised, it’s between you and Cash App as far as a credit or refund.

When Apple (or any merchant) receives the charge/transaction, they submit it to Cash App (bank that issues card) and they evaluate the fraud risk and either approve or decline the charge/transaction. The responsibility is entirely on the bank and account holder to promptly report the fraudulent charges to the bank.
