Declined by who?
Any refunds requested for purchases using your Apple Card would need to be asked of the merchant.
It's up to them and their refund policy.
The only time Apple would be involved is if you used the Apple Card to buy something from the Apple Store or the iTunes and App Stores.
If you bought something from another merchant or store, then it's their refund policy that applies.

None of us has access to your account or know the circumstances of the charge or reason for the decline. We also don't know if the charge was authorized with FaceID or your Passcode. If someone knows your Passcode, you need to immediately change it.
