I run Mac mail Version 16.0 (3731.700.6.1.9) on my iMac and I also use iCloud email - my operating system is macOS Ventura 13.7.1
If I create a Rule in my iMac it doesn't show under Rules in iCloud (images included in this post). Similarly if I create a Rule in iCloud it doesn't show under Rules in my iMac.
Is it possible to create rules in one location e.g. on the iMac for it then to populate the same Rule into iCloud?

I wish it were but if I create Rules on my Mac they are not synced to my mobile devices like other apps data. I don't know about your iCloud email rules on different devices, but I suspect that they might be.
