Cannot add card to Apple Wallet on iPhone 18 iOS

Ongoing months, still can’t add card to Apple wallet, any at this point. I tried all steps in resetting network, deleting the wallet app, updating phone, ran a diagnostics on my phone through Apple support, talked to the banks multiple times, cleared tokens. Nothing has worked. I was able to add cards before I updated my iPhone to the 18 ios now i can’t add any cards. Is anybody having the same problem? I also tried adding my card in my wallet through setting and I still get the message “ can’t add card try later”
