Yes, you can insert videos and have the sound track paused or muted while the video plays.
If you want the audio to resume right where it left off at the beginning of the video, then split the audio clip at the beginning point of the video and slide the right hand audio segment to the end of the video. Like this:
If you want the audio to play silently through the video and then resume volume at the end of the video, you would mute the audio for the duration of the video.

The way to mute a section of audio is to drag the cursor over the part of the audio clip that you want to mute, while holding down the r key. That creates a yellow box while you drag. Then put your cursor on the horizontal volume line and pull it down to mute.

There's also an automatic way to lower the audio volume of a track below a clip. Click on the video clip whose volume you want to preserve. Then click on the loudspeaker icon in the tool bar above and to the right of the screen. Volume controls will appear. You will see a box to check that says "Lower volume of other clips", and a slider to the left where you can adjust the volume that you want for the audio clip.
Check the "lower volume of other clips" box and adjust the volume with the slider. That will lower the volume of the audio clip that is below the video clip, for the duration of the video clip.
