macOS Sonoma: Where are wallpapers stored ?

They should be in /System/Library/Desktop Pictures
And, if you are interested, you can find all the default desktop wallpaper images for every release of OS X/macOS here:

You asked about Wallpapers. Wallpapers are static. They're not the same as "the ones that change by time."
Dynamic Desktop pictures are located in one or both of these places:
/Library/Application Support/com.apple.idleassetsd/Customer/4KSDR240FPS
/System/Library/Desktop Pictures ... but that folder is hidden. Use the Finder GO command to navigate there. Look for any .heic and/or .mov files.
... but only the default Dynamic images + any optional images you may have downloaded will be there.
The Wallpaper panel of System Settings shows static, dynamic and others
I am guessing that all the choices are not actually on the system by default, thus the down-arrow-download icons on many.
By the way, there is a /Library/Desktop Pictures folder as well.

A discovery:
/System/Library/Desktop Pictures/ is not hidden, but
/System/Library/Desktop Pictures/.wallpapers
and
/System/Library/Desktop Pictures/.thumbnails
are hidden and contain what looks like all the rest of the files I was looking for.
Some are, but not all.
Like the ones that change by time
