[FIXED] Apple Cash balance disappeared after trying to transfer to a debt card. Debit card did not receive money.

I had a balance in my Apple Cash that I wanted to transfer to my bank's debit card (visa), so I went through the process to add the debit card to Apple Pay but now Apple Pay shows as if it has never been set up even though I have received payments from other people through it, there is no no available Apple Cash, and my debit card did not receive any money even after an hour. I tried setting up Apple Cash again but it is stuck in setup. I tried to get it through setup by restarting my iPhone but it did not work and now I am worried that the money I had in Apple Cash is gone forever. What do I do?

Edit: After several attempts with consecutive failures to set up Apple Cash, I finally got it to be set up again on my phone, and the Apple Cash balance is still there. I will just have to find another way to transfer the funds, I suppose.
