All Non-Credit cards deleted from Wallet when migrating data to new phone.

For the first time since the wallet was introduced, my cards have been deleted when restoring from backup (NOT credit cards, they always have to be reinstalled.) I'm talking about memberships, gift cards, health insurance, auto insurance, loyalty cards and more I don't remember. Deleted after restoring from iCloud to new phone. And unbelievably, deleted from all my other Apple devices. Two older iPhones, iPad, Mac. Gift cards gone. I can order a new library card, insurance card and whatever else I can remember. So it seems the wallet doesn't "live" on iPhone, data isn't safe in iCloud. iCloud backups aren't reliable at all. Oh, 2 cards did remain: my appointment to purchase iPhone 6 in 2014 and a coupon for a specific GoodRX prescription on sale at Walgreens (expired). At some point, my Xs phone recovered a Starbucks gift card, but not an Apple gift card, installed from a trade-in at Apple Store.
