Apple Cash Balance not updating after money accepted

I sent Apple Cash to my son via text, the transaction says it's complete on my end and that he accepted the money, his phone shows that he also accepted the money but his balance isn't updated. We tried signing in and out of iCloud and we verified the money was accepted on his phone but the balance isn't updated. We then tried sending over $1 as a test and that money does show in his balance, but the initial money I sent doesn't show up, even though both of our phones show the money was sent and received. Where did the money go?
