Why is Terms & Conditions not letting me Agree so I can reinstall macOS to 2016 MacBook?

I erased the disk in Recovery mode through Disk Utility and am now trying to Reinstall macOS. I get to the part where I have to Agree to the Terms and Conditions and the Agree button is grayed out. I've opened the two things and scrolled through slowly thinking that would help. Nothing will allow me to Agree so that I can move on.

If you got through the OS installation phase and are now booting into the new OS to configure the system, then you need to go back a step or two and skip logging into your AppleID. Agree to the terms and finish setting up the system. Once you log into your user account, then you can log into the AppleID. This has been a known issue (or is it a feature?) for several years now.
