Yes, assuming you’re calling through your iPhone or have the option “Calls on Other Devices” turned on.
Type in the phone number in the spreadsheet. Then, within the cell itself, highlight the entire phone number. In the menu bar, click Format, then Add Link, then Phone Number. That will then add the link and you can call from your computer (via your iPhone or FaceTime).
