Managed App Store users

Is it possible to set up managed users in the Apple Business Manager that have access to the App Store?

No. You'll either need to allow the users to sign into their personal Apple IDs and allow them to install apps from the App Store, or you'll need to use the Volume Purchasing Portal within ABM to acquire the apps and then deploy them via MDM.
