Why am I suddenly being charged for free Book downloads?

Anytime I try to download a free book now I get a charge for 18.99 I’ve been downloading them for years but did apple add a subscription or something? Why am I being charged for FREE books??????

I’m having the same problem just tried to download fighting destiny by amelia hutchins it says get but is trying to charge my card 19.46
