Is Apple going to provide a mechanism to export/import user created playlists in the Apple Music App running on Window 11 Pro (23H2 with latest updates) like iTunes? Or are we left to try and find a .plist to m3u convertor and try that on the playlists under the Music\Apple Music Library.musiclibrary\preferences folder?

No one here would know Apple's plans for the future. You can, however, let them know your thoughts here:
Meanwhile, you might search for third-party apps. Unfortunately, I don't use Windows and don't have any personal experience with such software.
