Why can’t I add music to my iPhone running ios17 from a windows 11 computer. I was able to do this on previous iOS versions. I have a lot of music on CDs and don’t want to re-buy it all through iTunes.

I downloaded it, but from which folder it will sync? When i click sync and the sync ends, on my iphone there was no music.
You'll have to go to the music tab with Apple Devices and select either your whole library or individual artists/albums then hit apply and sync.
At least thats how it was with my iPod. You can also check under the On My Device to make sure it worked before disconnecting.
Did you download Apple Devices as well to sync?
