I have downloaded all 3 apps on my PC, rendering ITunes useless. I would like to export my iPhone's many playlists to Apple Music, but there seems to be no way to do it.

I know that, and if I had all my playlists on the PC then I would be able to do that. When I added a new solid state drive, I redownloaded the latest ITunes back in January and I I lost my playlists. I was able to export playlists into a folder on my PC using ITunes. You cannot do that with Apple Music, which appears to be an incomplete program that does not allow for exporting playlists from an iPhone. There is no way to do it.
Correct sync is from your computer to your iDevices. Your playlists remain on your computer.
