As mentioned, Dwell Control can work here.
It is great for almost every aspect of navigation and control.
I experienced only one drawback, which was while watching a show.
Just looking at the center of the screen, while watching the content, the Dwell Control kept kicking in and putting up an overlay with information about the show, and the playback / scrubbing controls were showing at the bottom.
The controls came up every 1-second, which matches the delay I had set for the Dwell Control to kick in.
Very distracting to have those controls up, coming and going, while just trying to enjoy the show.
It wasn't a deal breaker, but a small enhancement, could help here.
Like have an easy toggle by looking up to the top, next to the control center, specifically for toggling Dwell Control off and on. Start the show, look up to temporarily turn off Dwell, enjoy the show, then lookup up and re-enable Dwell (that one control would need to honor the Dwell even while Dwell Control is temporarily off everywhere else).
Another solution might be to utilize this other accessibility feature to toggle the Dwell Control off and on:

It might take a custom action to toggle Dwell off/on. I will explore this some more when Apple fixes the general issue with Sound Control that I am having.
