Keynote on iPad mini 4 not available

Why am I not able to load keynote on my iPad mini 4? I received this as a present and now I am unable to download Keynote because it is suddenly not working with 64bit products. I can't even use it on icloud.com because I can't get it downloaded. I can see what has been created but I can't edit or create. That is very upsetting! I can't even get an older version of Keynote. Please make it at least work on icloud.com on my iPad like it can be done on a PC!!!

Interesting. Thank you for taking the time to reply. I’m very dissatisfied with Apple products!

Your iPad mini 4 can upgrade through iPadOS 15.8 but is too old to install iPadOS 16 or later which is required to install the current Keynote v13.2 for iPadOS. This is the risk for older devices as Apple requires newer operating systems (and hardware) for current product releases. Products and their requirements change.

Had you received an iPad Mini 5, you could have upgraded to iPadOS 16 or 17 and have Keynote v13.2 installed by now. When Apple updates Keynote, features are updated everywhere: iOS, iPadOS, macOS, and iCloud. Attempting to use Keynote through the Safari browser while signed into iCloud would be aggravating at minimum.
