I want to transfer contacts from one iphone to another iphone without having to reset anything

I have an iphone 7 and backed up into icloud and have an iphone 13 currently and want to extract my contacts from my old phone to the current phone. I do not want to reformat or wipe the current phone I am using and then start all over again by installing everything onto my current phone. All I need are my contacts to be transferred to my current phone and I do not know how its possible. Anyone who has been able to do this I would appreciate feedback on how. Thank you!

Contacts are normally synced to iCloud or another email account. All you should have to do is add that account to the new phone and turn on contact sync for that account.

Both iphones have contacts on to sync to icloud yet when I look in icloud there are only contacts from the current phone I use not the old one which has all my contacts
