Is your Mac managed by someone else such as a company or university?

If so, contact IT.

If not, try restarting in Safe Mode, then restart normally.

Use safe mode on your Mac - Apple Support

If that doesn't work, try deleting ~/Library/Preferences/com.apple.finder.plist and relaunch the Finder (ctrl-opt-click Finder icon in Dock and choose Relaunch). You will have to reset all of your Finder Settings.
