My wife shares my apple id,
If I create a new apple ID and sign in with her iPhone, does she loses the notes that she created?, how about the wasp contacts? also will be lost?

When signing out of the Apple ID for iCloud (on the iPhone), you will be asked if you wish to retain the data from things like Contacts, Notes, Calendar etc...
If you do this, then nothing should be lost.
You'll need to sign out of each location independently and then sign in with the new Apple ID.

There's 4 places on an iPhone that use an Apple ID, what are oyu trying to sign out of exactly?
iCloud? Media & Purchases? Messages? Facetime?
When signing out of the Apple ID for iCloud, you will be asked if you wish to retain the data from things like Contacts, Notes, Calendar etc...
If you do this, then nothing should be lost.
When signing out of the other locations, then the iCloud data is not affected.
With that said, as suggested by Limnos, the proper procedure is to erase the iPhone and set it up again with the new Apple ID, to avoid any further issues.
You should not be sharing an Apple ID for any reason.
iPhones are not designed to be shared. If one ID is signed in then ideally you should entirely erase the device before signing in with another ID. This is certainly possible but it can get to be tiresome if done regularly. If you do not do that then you risk getting your data intermingled.
