No sharing option in Find My app, despite Apple’s documentation.

not available in 0S 15; yeah, I’m not impressed by the documentation either.

I believe you have to enable Family Sharing for an AirTag to be shared on multiple devices before IOS 17. You'll also most likely have to add iCloud+ for more storage. Otherwise, others that are near your tag that you don't include in your Family Sharing will get the alert that they're being followed, and they can only pause it for 24 hours. After IOS 17 you can share the AirTags with up to 5 more devices. iPhone 15 or newer is required for precise location.

Looking at the iPad equivalent document, it reads almost the same, except there's no mention of precise locations, and no mention of "supported" or "unsupported" iPads.

Yea and your iphone 7 isn't included in the supported iphone, thus making it not compatible.
