How to straighten photos?

Until now, every time I wanted to straighten a photo, I would go to Edit and Crop, then a wheel would appear next to the photo. I could turn that the direction and amount I wanted to straighten a photo. That wheel no longer appears, and I do not see any way to straighten the photo. If I click on the word Straighten, it magnifies the size of the photo, but does not really level it out.

Go into Edit and choose Crop. You should see this:


This is rotated 22°-- you can go ±45°. If you need 50°, you can rotate it a quarter turn (in preview or edit mode) and then do -40°, so everything is possible.
