No one here, nor at Apple can help you. You bought a used iPhone, which is activation locked. It was likely a stolen phone as most situations like this are. If you can't reach who sold you the phone or get your money back, you own a useless device you can never own, which is unfortunate, but again, no one but whoever originally locked the phone can help you. Recycle the phone responsibly if you can't get the seller or previous user to unlock the phone.
