not being able to update iOs
my little brother accidentally deleted youtube but i can’t update my phone to a higher version of ios. this means i cannot have youtube and i really need it. what shall i do?

There are several options, although not all of them would work well.
Use the youtube website OR
Restore from a backup if you have a back up point Restore all content to iPhone from a backup - Apple Support you will need to check if you have a backup point (in iCloud perhaps?).
Other than that there really isn't another option than to buy a new phone.
