Login stuck after Ventura install

I installed Ventura from Mojave on a 2017 MBP with intel processor and now I cannot log in. I put in my password then press enter and a spinning wheel animation comes up where the login boxes were, but it never logs in. I also get a notification box saying "Optimizing Your Mac Performance and battery life may be affected until completed." plz halp


What hasn't worked:

Booting in safe mode

Running first aid on the disk using recovery mode

Reinstalling Ventura from recovery mode (2 additional times)


I've also tried to just back track and install Catalina, booting from USB, but the Mac OS volumes aren't even showing up as an option to choose as the install location.. just bootcamp and the USB itself.
