two factor authentication keeps sending my code to a cellular number that is temporarily off line, as I change phone carriers

In such a situation, add a new trusted number to your list:--> Two-factor authentication for Apple ID

Cannot pass two-factor authorization due to unavailable SIM card On other Apple ID cannot pass two-factor authorization due to unavailable SIM card while sending code on phone number. All other steps passed. What to do?
