Hi, i tried using a 4K TV as a monitor with a 2013 Mac Pro (via HDMI) and the image was very small, didn't cover the whole screen etc. In an old thread on this forum i read that a Mini DisplayPort 1.2 to HDMI 2.0 Active Adapter might do the job. Can anyone confirm this? Thank you all for your time!

HDMI of Mac Pro late 2013 is HDMI1.4 30Hz which causes your issue.
You should use Mini Display Port to HDMI 2.0 adapter which can handle 4K TV at 60Hz refresh rate.

Yes, I think it works. Also you should use HDMI 2.0 cable.
what make&model 4K display?
HDMI was invented for 720p hi-def TV sets, and is really nothing special. HDMI does not scale well at all.
If your display has ANY other inputs, you should use them directly, and NOT convert back to HDMI
