Ipad touch screen

parts of my screen fail to respond to touch, mainly on left of screen. If I reboot, it’s ok for a while before giving problems again. I have to keep changing from portrait to landscape in order to have input.

I had a new screen fitted on insurance about 3 years ago. Is it time for a replacement?

Was this done at an Apple Store or Authorized Apple Service Center?

What you have sounds like an aftermarket display/touch screen with a hardware problem. I suppose it can be fixed, although Apple will probably not offer any kind of fix. However, the only fixes Apple would offer for what you describe (even all OEM) is a rather expensive "other damage" replacement.
