My Apple watch (SE) will start talking to me unprompted , the other day it said "Of course I take you seriously". I have "Accessibility Voiceover" and "Listen for Siri" turned off. Is there a setting that forces the watch to stop listening?

My guess based on the behavior you've described with the watch in your pocket is your movement is engaging the digital crown and since you have left that turned on as an option for Siri, Siri is responding.
Yes, the only option I have turned on is "Press digital Crown".
The only thing that I can think of to add to this problem description is that it happens most often when I have my watch in my back pocket, rather than my wrist. I put my watch in my pocket whenever I play golf so this random "outburst from my watch problem" usually occurs when I'm on the golf course.
