Problem with updating my payment

I have a problem with updating my payment details on my Apple ID .

It won’t let me update it , I put in the security code but it’s taking me back to put it in again . It keeps refreshing for me to re-put it in . The problem is every-time I do it deducts the insufficient funds charge when I am having a problem updating it . It keeps showing failed .
