If the phone is activation locked you cannot reset or use the phone without the Apple ID and password used to enable this theft deterrent feature. Without them you will never be able to use the phone.

Yes, it is possible to perform a factory reset on an iPhone without a passcode. Here are the steps:

  1. Connect your iPhone to a computer that you've previously synced it with.
  2. Open iTunes on the computer and wait for it to recognize your device.
  3. If prompted for a passcode, use recovery mode instead: If you can't update or restore your iPhone or iPod touch - Apple Support
