As a Test:
Hold down the option (or alt) key and launch Photos. From the resulting menu select 'Create Library'
Import a few pics into this new, blank library. Is the Problem repeated there?
Post back with the result.
(You can return to your original library simply by holding the option key when launching and choosing it.)

If it's only happening on some images the issue might be with the images. Try this. Select one of them and export the original
File -> Export -> Export Unmodified Original
Rename the file and then re-import it. Can you edit that?
Raws from which camera?
Canon EOS Rebel T5
The problem stopped with a new library.
Do it recur when you go back to your main library? If so where is that library stored?
Problem repeated. Only affects some photos. But it crashes every time with those.
Stored on my hard drive, under my user name, under Pictures, then Photos Library.photoslibrary
Yes that worked, recovered the files that way really. They had been appearing degraded before crashing the program.
Thank You.
