Problem burning blu ray in fcpx

I am trying to burn a 4gb movie file from FCPX on a single layer 25GB blank blu ray disc. I receive a message wrong media:insert a double layer disc.

iMac 21.5″, macOS 10.15

Have you tried Tom's suggestion of a disk image with single layer selected?

Try selecting Single Layer.

Sounds as though you may have Double Layer selected.

Thank you, I did try switching from automatic to single with no success.

I am not sure how to "make a blu ray image".
