The problem is displayed right there on your phone:
You cannot update using cellular and you cannot update using hotspot.
If you do not have a Wi-Fi router, head on down to the coffee place and log onto the Wi-Fi there.

Update Using a Computer:
Have a Computer Handy? If so, try using a computer to update. Go here: Update your iPhone Using a Computer - User Tip. If any updates are availabe, they will install, sure enough.
Use of Ethernet:
Connect your computer to Ethernet while performing this, and that would work like a charm (as long as your have connection to Apple's servers).
Go to your home network or a public Wi-Fi hotspot, or update it from a computer.
