Mac is stuck on activate mac screen won't allow targeting mode

I work within a University and have a user that has their Macbook stuck on the activate screen and the admin password is not working. the user is not backing up their data so when I try to put the system in targeting mode it will not allow it. Is there another way to get the user data of the machine besides targeting mode?

Do you mean Target Disk Mode? Are you trying to recover to another Mac?


This article on that function says the cabling type is important with Ventura, but we don't know the macOS involved,. At the top of the article is a pulldown to select different macOS versions.

Older non-Retina Macbook Pros have removable hard drives, and through about 2015, the Retinas had slotted SSDs. Depending on age, pulling the drive is an option.
