Adding a data plan ?
Why I can’t find “add a data plan” in cellular setting of the iPhone 13 and 12?

I think you are looking for Add eSIM.
Your Data Plan is provided by an eSIM (or a physical SIM card) If you want to add a Data Plan, you must add an eSIM. eSIM is usually a QR code you scan, which you get from your carrier.
