It does not matter what someone subjectively says might be the “best” version. Fact is, it is only ever possible to update to the latest available version of iOS that is compatible with your device.
In other words, if you wanted to update iOS 16.2 but the latest version is 16.3, it is not in any way possible to update to 16.2.
Agreed I honestly hit the best answer on accident. My apologies. Which is why I asked why he said that was the best version. I do know that the latest isn’t always the best initially due to bugs and what not. I’m kind of new to Apple and just trying to learn what I can. Any suggestions as far as security goes by all means do share. Please and thanks in advance.
Do you have any idea why my trusted device is unavailable at times. In my settings and under my name sometime it says my trusted devices are unavailable at times and I can’t access my security and passwords or subscriptions and a few other things as well?

The latest update always has the "best" security because it fixes issues that were still present at the time of the previous update or new security issues that had not even yet appeared at the time that the last update was issued.
But....you already knew that.
