access to files denied

how do I resolve: The file “METROPOLE 2.jpg” couldn’t be opened because you don’t have permission to view it.

On the info page, I have permission for read and write but access is still denied.

Could any one please advise what to do?

Restart the Mac, and try again. Then contact Microsoft Support.

It is on One-drive, one of the clouds I use. It has never been an issue to open these files
