Does Apple Music only have access to listening history data beginning from when use listening history is turned on? Or can it work retroactively and retrieve data from when it was turned off?

Apple Music and Apple Music Replay will not have access to your listening history until you give it permission. Once you give that permission, history begins being tracked, not before, and not retroactively.
